Qualitative Study of Budget Efficiency and Legislative Productivity of the West Sumatra Provincial DPRD in 2025

Abstract

This study examines the impact of the 2025 budget efficiency policy on the legislative productivity of the Dewan Perwakilan Rakyat Daerah, or Regional House of Representatives (DPRD), of West Sumatra Province in implementing the Program Pembentukan Peraturan Daerah, or Regional Regulation Formation Program (Propemperda). It also investigates the obstacles affecting the completion of Rancangan Peraturan Daerah, or Draft Regional Regulations (Ranperda), and the measures undertaken to maintain legislative productivity. This study employed a descriptive qualitative approach, with informants purposively selected from the DPRD, the Badan Pembentukan Peraturan Daerah, or Regional Regulation Formation Agency (Bapemperda), the DPRD Secretariat, legislative experts, government officials, community members, and journalists. Data were collected through in-depth interviews, observation, and documentation and were analyzed through data condensation, data display, and conclusion drawing and verification. Data credibility was ensured through source, technique, and time triangulation. The findings show that the budget allocated to the preparation and deliberation of Propemperda decreased by 33.24%, while official travel expenditure declined by 40.84%. The Propemperda completion rate fell from 77.78% in 2024 to 52.94% in 2025. Of the 17 Ranperda, 9 were completed, while 8 remained in progress. The decline in legislative achievement was also influenced by delays in preparing academic papers, incomplete documentation, regulatory changes, the complexity of legislative substance, and harmonization and coordination processes. The DPRD maintained legislative productivity by establishing priorities, adjusting working mechanisms, utilizing information technology, and strengthening coordination. Legislative productivity is determined by selective efficiency, administrative preparedness, legislative priorities, and interinstitutional coordination.
