Institutional publishing responsibilities include supporting the continuity of scholarly publication, providing an appropriate administrative framework, and facilitating the resources necessary for responsible journal management. Editorial decisions concerning individual manuscripts remain subject to the journal's editorial policies and peer-review procedures.
The editorial management of JESS is organized through an Editor-in-Chief, a Managing Editor, an Editorial Board, and peer reviewers. These roles support the assessment, selection, development, and publication of scholarly manuscripts in accordance with the journal's aims, scope, and editorial standards.
EDITOR-IN-CHIEF
Universitas Negeri Padang, Indonesia
The Editor-in-Chief provides editorial leadership, oversees the application of the journal's editorial standards, supervises manuscript evaluation, and holds responsibility for final editorial decisions. The Editor-in-Chief is also responsible for addressing significant editorial concerns in accordance with applicable publication policies.
MANAGING EDITOR
The Managing Editor coordinates the administrative and operational aspects of editorial workflows, including manuscript tracking, editorial correspondence, communication with contributors, and coordination of publication processes under the journal's editorial leadership.
The complete and updated composition of the Editorial Board is available on the journal's official website. Changes in editorial appointments should be reflected on the journal website to maintain transparency concerning editorial responsibilities and institutional affiliations.
Effective journal governance requires a clear distinction between institutional publishing responsibilities, editorial decision-making, peer review, and publication administration. The principal responsibilities associated with these functions are outlined below.
Provides the institutional framework for journal publication, supports administrative continuity, and facilitates appropriate resources for scholarly publishing and journal operations.
Oversees editorial strategy, manuscript suitability, peer-review quality, editorial integrity, and final decisions on acceptance, revision, or rejection.
Coordinates editorial administration, monitors manuscript workflow, manages correspondence, and supports the timely completion of editorial and publication procedures.
Contributes disciplinary expertise, advises on scholarly quality and editorial development, and supports manuscript assessment where assigned by the editorial leadership.
Provide independent and evidence-based evaluations of manuscripts, identify methodological and theoretical concerns, maintain confidentiality, and disclose relevant conflicts of interest.
Supports manuscript preparation, copyediting, formatting, publication metadata, online dissemination, and other production activities as assigned within the journal's operational arrangements.
Editorial independence is a fundamental principle of responsible scholarly publishing. Manuscripts submitted to JESS should be evaluated on the basis of their academic merit, originality, methodological rigor, relevance to the journal's scope, and contribution to scholarly knowledge.
Editorial decisions should not be influenced by an author's institutional affiliation, professional position, personal relationships, financial contributions, political considerations, or other interests unrelated to scholarly quality.
The institutional publisher provides an organizational framework for publication while respecting the editorial responsibility of the Editor-in-Chief and designated editors. Financial, administrative, and collaborative arrangements should not determine the acceptance or rejection of individual manuscripts.
When a submission involves an editor, Editorial Board member, or another individual with a potential conflict of interest, the manuscript should be handled by an independent editor who has no relevant involvement in the submitted work.
Transparent journal management requires clear disclosure of the publishing institution, editorial leadership, contact information, manuscript evaluation procedures, publication policies, and responsibilities for addressing concerns about published research.
The editorial leadership should respond appropriately to concerns involving research integrity, authorship disputes, plagiarism, conflicts of interest, suspected manipulation of peer review, and potential errors in published articles.
Complaints concerning editorial procedures or publication ethics should be examined fairly, confidentially where appropriate, and on the basis of available evidence. When a complaint directly involves the Editor-in-Chief, responsibility for its assessment should be assigned to an independent and appropriately authorized representative.
Corrections, retractions, and other post-publication actions should be conducted transparently and in accordance with the journal's applicable publication ethics and correction policies.
JESS acknowledges the importance of academic collaboration in strengthening scholarly communication, disciplinary development, and engagement with researchers and professional communities.
The journal identifies Asosiasi Ilmuwan Administrasi Negara (AsIAN) as an academic collaborating association in its published journal description. Such collaboration may support scholarly exchange, academic networks, and the development of the journal's disciplinary community, subject to applicable institutional arrangements.
The disclosure of a collaborating association does not, by itself, establish shared legal ownership or editorial decision-making authority. Any formal responsibilities of collaborating organizations should be defined through the relevant institutional agreements and disclosed accurately.
