Advertising Policy

JESS (Journal of Education on Social Science) , published by the Faculty of Social Science, Universitas Negeri Padang, Indonesia, is committed to maintaining editorial independence, transparency, academic integrity, and responsible scholarly communication.

This Advertising Policy establishes the journal's position regarding commercial advertising, promotional materials, institutional announcements, sponsorship, and other forms of communication that may appear on its publishing platform.

Under this policy, JESS does not accept paid commercial advertising within its published scholarly content or official editorial pages.

The journal may communicate relevant academic information, institutional announcements, and non-commercial scholarly opportunities when such information is consistent with its educational mission and editorial standards.

All communications must remain clearly distinguishable from peer-reviewed scholarly content. Advertising interests, promotional relationships, and financial considerations must not influence editorial decisions.

ADVERTISING AND EDITORIAL INDEPENDENCE

JESS maintains a clear separation between scholarly publishing and commercial promotion. Manuscript assessment, peer review, editorial decisions, and publication priorities must remain independent of advertising, sponsorship, financial interests, or promotional considerations.

Academic announcements may be considered when they serve the journal's scholarly community, but they must not be presented as peer-reviewed content or as endorsements by the journal.

Section 01

Purpose and Scope

The purpose of this policy is to establish clear principles for managing advertising, promotional communication, and institutional announcements associated with JESS.

This policy applies to official journal communication channels managed or authorized by JESS, including:

  1. The official JESS website and public journal pages;
  2. Online journal issues and article landing pages;
  3. Published article files and supplementary material distributed by the journal;
  4. Journal newsletters and official announcements;
  5. Editorial communication with authors, reviewers, and readers; and
  6. Promotional materials distributed under the journal's name.

This policy does not govern independent advertisements published by third-party websites or platforms that are not operated or authorized by JESS.

Section 02

Commercial Advertising Status

JESS adopts a no paid commercial advertising policy under which commercial advertisements are not accepted for placement in scholarly articles, published issues, or official journal editorial content.

The journal does not provide advertising placements in exchange for payments, commissions, promotional benefits, or other commercial consideration under this policy.

Accordingly, JESS does not offer commercial advertising packages, sponsored article placement, paid promotional rankings, or advertising-linked publication opportunities.

This restriction is intended to protect the journal's independence and prevent confusion between academic publishing and commercial promotion.

Any future decision to introduce commercial advertising would require formal institutional authorization and a publicly disclosed revision of this policy before implementation.

Section 03

Distinction Between Advertising and Academic Announcements

JESS distinguishes paid commercial advertising from legitimate institutional and scholarly communication.

Academic announcements may provide useful information about research activities, educational opportunities, institutional initiatives, and professional scholarly events.

Such communications may be considered when they are relevant to the journal's aims, scope, and academic readership.

Section 04

Permitted Non-Commercial Academic Communications

JESS may consider non-commercial announcements that contribute to scholarly communication and align with its academic mission.

Examples may include:

  1. Calls for papers for JESS and relevant scholarly activities;
  2. Academic conferences, seminars, and workshops;
  3. Research dissemination events and academic discussions;
  4. Educational initiatives organized by recognized academic institutions;
  5. Institutional research collaborations and scholarly partnerships;
  6. Relevant academic training opportunities;
  7. Publication ethics and research integrity information; and
  8. Other non-commercial announcements that serve the journal's scholarly audience.

The inclusion of an academic announcement does not constitute an endorsement of the organizer, institution, activity, or its outcomes.

Announcements must remain accurate, identifiable, and clearly separated from peer-reviewed journal content.

Section 05

Prohibited Advertising and Promotional Practices

JESS does not permit advertising or promotional arrangements that compromise publication ethics, editorial independence, reader trust, or the academic integrity of the journal.

Prohibited practices include:

  1. Paid advertisements embedded in research articles;
  2. Commercial promotional banners placed within peer-reviewed content;
  3. Sponsored articles presented as independently peer-reviewed research without appropriate disclosure;
  4. Payments or promotional benefits offered in exchange for manuscript acceptance;
  5. Guaranteed publication or favorable peer-review outcomes linked to promotional arrangements;
  6. Misleading claims regarding indexing, accreditation, impact metrics, or publication status;
  7. Unauthorized use of the journal's name, logo, or institutional identity for commercial promotion;
  8. Advertisements containing deceptive, fraudulent, discriminatory, or unlawful material; and
  9. Promotional communication that misrepresents an advertisement as a scholarly recommendation or editorial decision.

The journal reserves the right to remove unauthorized promotional materials from communication channels under its control.

Section 06

Editorial Independence and Separation of Interests

Editorial independence is a fundamental principle of JESS.

Decisions concerning manuscript submission, reviewer selection, peer-review evaluation, revision requirements, acceptance, rejection, and publication must be based on scholarly merit and editorial standards.

Advertising, sponsorship, institutional relationships, or financial considerations must not determine editorial outcomes.

No advertiser, potential sponsor, external organization, or promotional partner may influence:

  • Selection of reviewers;
  • Editorial assignment of submitted manuscripts;
  • Acceptance or rejection decisions;
  • Interpretation of research findings;
  • Publication priority;
  • Editorial responses to research misconduct; or
  • Corrections, retractions, and other post-publication actions.

Editorial decisions are the responsibility of authorized editors acting within the journal's established governance and peer-review framework.

Section 07

Responsibility for Advertising-Related Decisions

As JESS does not accept paid commercial advertising under this policy, commercial advertising requests are not eligible for approval.

Requests to display non-commercial academic announcements may be reviewed by the Editor-in-Chief or an authorized member of the editorial management team.

Approval decisions should consider:

  1. Relevance to the journal's aims and scope;
  2. Academic or educational value;
  3. Accuracy and transparency of the information;
  4. Potential conflicts of interest;
  5. Compliance with institutional rules;
  6. The absence of misleading commercial promotion; and
  7. Protection of editorial independence.

The journal may decline or remove an announcement that does not satisfy these requirements.

Authorization of an announcement does not confer any privileges concerning publication or peer review.

Section 08

Advertising Placement and Content Separation

JESS does not provide paid advertising placements within its official scholarly publishing content under this policy.

Academic announcements that are authorized for publication should appear in appropriate information areas, such as a journal announcements section.

Such announcements must not be presented as peer-reviewed research articles, editorial recommendations, or official scholarly findings.

Any institutionally authorized notices must remain visibly distinguishable from published manuscripts and research content.

The journal does not permit the placement of undisclosed promotional content inside article abstracts, article metadata, or published research files.

Section 09

Behavioral Targeting and Random Advertising

Under this no-commercial-advertising policy, JESS does not authorize behavioral targeting or randomized commercial advertising through its official journal publishing platform.

The journal does not intentionally arrange for commercial advertisements to be selected according to readers' browsing history, article interests, manuscript searches, or other behavioral profiles.

Likewise, the journal does not operate a paid randomized advertising placement program under this policy.

Ordinary website functionality, security processes, server logging, and necessary publishing-system operations are distinct from advertising-based behavioral profiling.

Any future use of advertising technology would require a separate documented policy review, relevant privacy safeguards, and appropriate institutional authorization.

Section 10

Sponsorship and Institutional Support

Institutional support, research funding, publication assistance, and scholarly collaboration are distinct from paid commercial advertising.

JESS recognizes that academic journals may receive legitimate forms of institutional and operational support.

Any support arrangements must remain consistent with the journal's governance structure, financial policies, and editorial independence.

Financial or institutional support must not confer special influence over manuscript evaluation, reviewer recommendations, or publication decisions.

Where relevant, research funding and sponsorship associated with individual studies should be disclosed in accordance with the journal's Conflict of Interest and Publication Ethics policies.

Acknowledgment of institutional support does not automatically constitute endorsement of the supporting organization or its products and services.

Section 11

Advertising and Publication Fees

Advertising arrangements must be distinguished from the journal's author-side publication charges.

JESS's Article Processing Charge relates to the publication of accepted scholarly manuscripts under the official journal fee policy.

Such charges do not constitute payments for advertising space, sponsored editorial recommendations, or favorable manuscript treatment.

Publication charges and any applicable waiver arrangements must not determine whether a manuscript is accepted or rejected.

Information about journal publication fees is available through:

JESS Publication Fee Policy

Section 12

Direct Marketing and Manuscript Solicitation

Official journal communications, including calls for papers, must be accurate, appropriate, professionally presented, and relevant to the intended academic audience.

JESS does not permit misleading or aggressive promotional practices in the solicitation of scholarly manuscripts.

Direct communication with potential authors should clearly identify the journal, its publisher, and the purpose of the message.

Manuscript invitations must not falsely promise:

  • Guaranteed acceptance;
  • Publication without appropriate editorial assessment;
  • Guaranteed favorable reviewer recommendations;
  • Unverified indexing or accreditation status;
  • Unsubstantiated impact metrics; or
  • Preferential treatment linked to payment, sponsorship, or personal connections.

Journal representatives must not use unauthorized institutional identities or misleading affiliations in promotional communication.

Section 13

Reader Privacy and Advertising Data

JESS recognizes the importance of protecting information relating to authors, reviewers, editors, and readers.

Personal information collected for manuscript processing, peer review, journal administration, or scholarly communication must not be repurposed for unauthorized commercial advertising.

The journal does not authorize disclosure of confidential manuscript information, reviewer identities, editorial correspondence, or private submission records to commercial advertisers.

Journal administrators should ensure that website services and third-party integrations are managed consistently with applicable privacy and information security requirements.

This policy does not replace the journal's applicable privacy and personal data protection provisions.

Section 14

External Links, Institutional Logos, and Endorsements

The journal's website may contain links to scholarly organizations, indexing services, research infrastructure, universities, educational institutions, and relevant academic resources.

Such links are intended to support journal information and scholarly discoverability.

The presence of an external link or institutional logo does not necessarily indicate a commercial advertising relationship.

JESS should not display the logo, name, or identity of an external organization in a way that falsely implies endorsement, formal membership, indexing, accreditation, or partnership.

Claims of institutional collaboration, indexing, database inclusion, or formal affiliation should be supported by accurate and verifiable information.

External websites operate under their own governance, privacy, and content policies.

Section 15

Complaints and Alleged Policy Violations

JESS welcomes legitimate concerns regarding unauthorized advertisements, misleading promotions, inappropriate sponsorship, or communications that compromise editorial independence.

Concerns may be submitted to the JESS Editorial Office.

A complaint should, where possible, identify:

  1. The advertisement or promotional communication in question;
  2. The relevant journal page, document, or communication;
  3. The nature of the alleged violation;
  4. Any available supporting evidence; and
  5. Contact information for clarification, where appropriate.

The editorial management team should assess complaints fairly and determine whether corrective action is justified.

Where appropriate, corrective measures may include removal of unauthorized materials, clarification of public statements, correction of misleading information, or referral to authorized institutional administrators.

Complaints involving research misconduct or editorial conflicts of interest should also be considered under the journal's relevant ethics procedures.

Section 16

Policy Review and Future Changes

JESS may review this Advertising Policy when changes occur in institutional governance, scholarly publishing standards, financial arrangements, or digital communication practices.

Any future consideration of commercial advertising must be subject to formal review and institutional authorization.

Before introducing paid advertising, JESS would need to publish an updated policy clearly identifying:

  1. The types of advertisements that may be accepted;
  2. The individuals or offices authorized to approve advertisements;
  3. The permitted locations and forms of advertising;
  4. Whether advertisements are contextual, behaviorally targeted, or randomly displayed;
  5. The separation between advertising and editorial functions;
  6. Privacy and data protection safeguards; and
  7. Any relevant advertising-related revenue arrangements.

Any revision must preserve the journal's commitment to transparent scholarly communication and independent editorial decision-making.

Section 17

International Publishing Transparency Principles

This policy is informed by the Principles of Transparency and Best Practice in Scholarly Publishing , developed collaboratively by the Committee on Publication Ethics (COPE), the Directory of Open Access Journals (DOAJ), the Open Access Scholarly Publishing Association (OASPA), and the World Association of Medical Editors (WAME).

These principles emphasize that scholarly journals should clearly disclose whether they accept advertising and should maintain a separation between advertising arrangements and editorial decisions.

Further information is available through:

These guidelines inform the journal's policy, but they do not imply that JESS is a member of any particular professional organization.

Section 18

Relationship with Other JESS Policies

This Advertising Policy should be read together with other journal policies addressing scholarly integrity, editorial independence, publication fees, and transparent publishing practices.

Related JESS Policies:

Policies governing conflicts of interest, peer review, and research misconduct remain applicable whenever advertising or sponsorship raises relevant ethical concerns.
