Employee Performance in a Regional Disaster Management Agency: The Roles of Work Environment, Organizational Culture, and Work Motivation

Abstract

Disaster management agencies require reliable employees because their public service duties are performed under routine administrative demands and emergency conditions. This study examines the influence of work environment, organizational culture, and work motivation on employee performance at the Regional Disaster Management Agency (BPBD) of West Sumatra Province. The study used a quantitative associative design with path analysis. The analyzed data consisted of survey responses from 63 BPBD employees. The instruments were tested for validity and reliability, and the data were analyzed through descriptive statistics, assumption testing, and hypothesis testing. The results show that work environment, organizational culture, and work motivation simultaneously explain 50.6% of employee performance variance. Partially, work environment significantly influences employee performance (path coefficient = 0.140; p = 0.012), organizational culture significantly influences employee performance (path coefficient = 0.171; p = 0.001), and work motivation has the strongest direct contribution (path coefficient = 0.238; p = 0.022). Work environment and organizational culture also significantly influence work motivation. These findings indicate that BPBD performance improvement should integrate workspace quality, internal culture, and employee motivation programs rather than treating performance as only an individual discipline issue.
